Use fair internet with high performance between all user

Hi my friends.
I use captive portal.
I want to share internet between all user(fair). I like to have the most efficient network.
for such:
I have 2 Mbits bandwith.
if I have 5 user =400 kbits per user
if I have 2 user=1 Mbits per user.

Please help me. What should i do?
