Reverse Captive portal - allow all websites except those listed $100

Right now the captive portal allows you to specify sites that do not require captive portal access.
I want to specify sites that are only available with captive portal access. For example, I want the captive portal site to appear only for youtube, facebook, and various other time wasters.
I sure others would appreciate that option as well.
Squidguard does not work with GATEWAY GROUPS since I'm multi-wan with load balancing.

Couldn't you just put the captive portal on a separate interface. Create an alias for all the URL's and create a rule on the interface only allowing traffic to the alias?
