Diagnostics - Backup/Restore - Reinstall Packages does nothing useful

Diagnostics - Backup/Restore - Reinstall Packages used to reinstall everything with one click. While the description still suggests it should be the case ("Click this button to reinstall all system packages. This may take a while."), after clicking the button I get redirected to a list of installed packages and that's it. Pretty much useless and pretty much annoying. :(
