Captive portal bug 2.1.3

I came across on this, before i upgrade my box in production , I remember there's a from and to on the captive portal allowed IP address.
After the upgrade to 2.1.3 its gone, so what i did is do a clean install and the same thing happen no to and from. When I add a subnet on the allowed IP address there's no selection of to and from. Now the trouble with this is that my client cannot open the shared folder on that subnet , I can only ping the subnet but cannot access the resource. Please advise is this a bug or what.
On the image there should be a green play icon on the side of the IP but its gone now.

Adding allowed IP addresses will allow IP access to/from these addresses through the captive portal without being taken to the portal page. This can be used for a web server serving images for the portal page or a DNS server on another network, for example. By specifying from addresses, it may be used to always allow pass-through access from a client behind the captive portal.
any x.x.x.x All connections to the IP address are allowed
x.x.x.x any All connections from the IP address are allowed
All connections to and from the IP address are allowedbut …. doesn't apply anymore.
This changed a couple of version before and isn't new for 2.1.3.
What you should read is:
Every IP add passes through the portal using both ways - as what is being proposed on the "Pass-throuhg MAC" page.Works well - but keep in mind that firewall rules still apply.
edit: this was already discussed somewhere .... way back, when this behavior changed ....

thanks for the prompt reply, but i got some issues now. all subnet that is allowed on the allowed IP address in the portal page should be or can be access by the client but we cannot i can only ping other than that sharing is not allowed.
