MAc address spoofing problem

Hi,
I'm providing a wireless hotspot service to my customers, using captive portal.
I have about 5 wireless Access points, connected to vlan 10 in a cisco switch, and that vlan is connected to the Lan interface of the pfsense. vlan 20 is connected to the wan interface of pfsense, every thing is working fine, expect two problems,1.If Electricity goes off, the Wan Interface does not work and does not give internet access. I think because the Pfsense needs an internet router and the cisco switch links( cisco switch boot time is slower than pfsense) in vlan20 to be ready before it boots and lunch other wise it will not works fine and it will not connected to the internet. I have to reboot the server again every time the electricity off or I brought a cheap switch that works fast and before the pfsense boot process. Is there any way to solve this problem to be able to connect the wan interface to the Cisco switch? because I think Cisco switch is more robust and fast in processing than a cheap switch.
2. Any one know how to prevent the mac address spoofing, whether using the cisco switch or the pfsense box?

'Spoofing' can be done by any user.
Its a matter of of changing the MAC address.
You can't do anything to stop that. The user does it on HIS device.Point 1: what about the most important device in a 'serious network setup' : a UPS ?
