      Hi There

I have Site A and Site B that are permanently connected via OpenVPN.

Externally clients VPN to Site B to access Site A and B (accessing A through the permanent link).

However my laptop users at site A are coming into the office and leaving VPN on, which routes traffic back out to site B to come back to the local site.

How do I block VPN in the office? I have tried blocking the openvpn port internally (1194 in this case) and on the remote site B from our IP.

You might try to turn off NAT reflection on the OpenVPN port forward rule.
That should stop internal connections from reaching the external port.

Normally I'm fighting this case in the reverse sense (trying to make external rules work for internal traffic)  ;)
