I have wifi working but it keeps hopping between optaning ip to connecting to saved but never locks I have the netgate apu

my wan is ppoe
lan is 192.168.1.1/24
wifi 192.168.2.1/24

Do you mean that you WIFI device is trying to get an IP, but it doesn't get one?
