Does still make sense to perform filtering of social network use during work hours in the presence of :-
Internet Proxies with encryptions

Free Internet hotspots

Internet availability through mobile networks 3G/4G…

I don't think so. Education and penalties work better than playing Internet Whack-A-Mole. However, it depends on the nature of your users and what kind of network you're running.
