I currently have a hub and spoke ipsec vpn set up with communication working only from each spoke to the hub not the other spokes. I would like to migrate to an open vpn setup for many reasons but the main one being that I can get a hub spoke network with inter-spoke communication.

Here is my current vpn setup via ipsec

      1 Hub (pfsense)
      172.86.44.0/24

21 Spokes (various clients pfsense, mikrotik, and others)
      192.168.1.0/24 - 192.168.21.0/24

Is there any kind of a guide or assistance I can get with setting this up?

Not really sure what's the "hub spoke" speak about… Strongly suspect you simply want topology subnet and not topology net30 and stick all that on one VPN, not 21 of them.  :o :o :o

        P.S. 172.86.44.0/24 is not a valid RFC1918 range.

This is what I meant by a hub spoke as a layout.

I didn't go into all the details of setting up the OpenVPN (certs, etc) since that's all covered many times elsewhere.  But here's generally what you need to do for hub and spoke:

Will IPsec let you do this?
