PowerD settings effectively changed

I have a desktop style computer and I had these System - Advanced - Misc - PowerD settings with 2.1.4 prior to 2.2
On AC Power Mode: Adaptive
On Battery Power Mode: AdaptiveIt seems we gained a new option, On Unknown Power Mode, which seems to have been set to HiAdaptive in my case after upgrading.
Logically, in my opinion, the "unknown" should not be set to be in a power mode no greater than the max of the Battery or AC.
I was wondering why my CPU was a 2ghz, 43c temp, and all of my NIC interrupts were a 0.00%. They're never at 0.00%, maybe 0.01%, but never 0.

In my case it was stepping up and down in smaller jumps. I for sure saw HiAdaptive at 1ghz, 1.2ghz, 1.5ghz, 1.7ghz, 2ghz, 2.5ghz, along with full speed at 3.2ghz a few times. Normally when I use regular adaptive, it hangs out around 300mhz, 450mhz, and 600mhz.

True. On HiAdaptive, the speed stays on max. On Adaptive it seems to step down.
