Cache of youtube, vimeo etc.

I have a project to build a small wisp in my neighborhood.
I am investigating whether it is possible cache videos from popular sites like youtube, vimeo facebook video etc etc.

This in order to save bandwidth.

But I was not able to find the right information, I read in parts where it says that installing haarpcache in parallel, but I am unclear how to do this, someone has had success doing it?
