I want to limit speed per User on Captive Portal was connected Radius server.

So, what is the issue ?
Without Radius (you said 'was'), the bandwidth settings available on the captive portal settings page work do limit every logged in user (works for me just fine).

No "help me" PM's please. Use the forum, the community will thank you.
Edit : and where are the logs ??

          For example:

If user A logged, set bandwidth - Unlimited/Unlimited

If user B logged, set badwidth - 1MB/1MB

The one with a free support phone number ? With all the Microsoft knowledge behind it ?
Of course,  "Windows 2008 Xx Xxxxx server" users do NOT share their knowledge because they all paid the get it. Microsoft forces you to do the same thing …

More serious : what about this idea : Windows 2008 R2 Radius server could replace FreeRadius - it your choice, so you adapt yourself.
