Android can connect to openvpn but windows cant.

I'm having a weird issue with openvpn. I have server running on pfsense in a virtual machine. I exported the android configuration and used the openvpn client, which allows me successfully access my vpn and in tun my lan. The issue arises when i try to use openvpn client with the client install package.  It gets to "Waiting for VPN server" and then the connections times out.

Any ideas on where to go from here?
