You mention ACLs and socialnet, but you don't say if you're actually using squidguard.  Is this guy part of any other ACLs?  Do you have the facebook.com domain blocked some other way, like DNS?

            I am using squidguard.
and I'm only blocking facebook.com through socialnet option in squidguard.(no DNS or any other kind of blocking)
and the way I tried unblocking it for him is by giving him a static IP then adding that to a group ACL in squidguard.
facebook is working fine if I bypass his IP from proxy.

              Nvm I found the fix.
I blocked akamaihd.net in squid3 ACL because it was using so much bandwith and its aprently very important to facebook.
after removing it everything is now back to normal

Yeah, you can't go around blocking CDNs or you will have problems with lots of popular sites.
