C-icap service will not start

I am trying to install squid3 on pfSense 2.2 amd64.

I can get the transparent proxy to work but if I enable the antivirus the internet doesn't work. I have all services enabled except c-icap which refuses to be enabled.

I have installed squid3
Fixed config settings that it complained about
Ran freshclam, which failed to create a temp directory so I used chown & chmod to change the permissions to the correct UID/GID, which then updated.

I cannot work out how to get the antivirus to work, can anyone help please?
