How to fix a bad rule in /etc/bogons

That line can be found in the /etc/bogons file
removing "disallow bogons" doesn't prevent this error so I was going to try to edit the file to use a full network address (184.108.40.206:/29) to see if that helps. This is on a read only filesystem so that's not possible here.
Does anybody have any insight into what I can do to fix this?
