SMTP from outside LAN doesn't work

I have IMAP and SMTP working perfectly inside my LAN even for internet mail, but when I am at home or away, I can receive emails, but I can't send. Here are the firewall rules I have in place. 172.30.0.18 is my Exchange box.

Right, what do the logs on your Exchange host/mail client show?
My 0.02 <currency>bet would be that you've not configured Exchange/your mail client correctly to allow for relaying outside of the local LAN. Not having touched Exchange since the days of Exchange 5.5 though I am only guessing ;)</currency>

I checked the relays and made sure my server's ip address was in there and it was. I enabled logging and will come back to it when I get a chance. Thanks for the input. I guess you bring up the valid point that it might not be the firewall. Do I have all the rules I need setup properly?

If you also configured port forwarding, yes (hint, if you haven't delete the rules and then just configure the port forwarding, that will also create the correct, matching, firewall rules).
