Limiter issues need help

I created a limiter rule: upload_2m  where bandwith limited to 2 mbits/s and download_3m where bandwith limited to 4 mbits/2

went to firewall–> rules created rule pic attached

after that cannot access msn, cnn and most other sites can access yahoo .... it is timing out

need help.

I am trying to limit access to the lan which is my wifi for a mall to speed of 3 meg download and 1 meg upload
