Squid3-dev not listed under the packages list

Hello,
I want to install squid3-dev for https traffic. however, I can't see squid3-dev in packages list.
I can see only squid3.
do I have to do settings for squid3-dev ?

and I attached screen about packages list.

delete /var/db/pkg/repo-* with rm command afther than run "pkg update" and "pkg upgrade" command.
but not change anything

There's no squid3-dev on pfSense 2.2; install squid3. Also, messing with pkg has absolutely no effect, that's not what is used.
