Call of Duty MW2 behind pfSense -> Unable to reach

Hello,
I recently rented a server in Germany with Hetzner, however I opted for pfSense to provide me with the ability to port forward and have multiple virtual machines sharing an IP address. At home I have just your normal router with dd-wrt running, on which I have port-forwarded port 28961 to the Windows box hosting the server. On pfSense after forwarding this exact port and using the exact same files from my machine at home, I still am unable to get the port to forward. I have used http://www.whatsmyip.org/port-scanner/ to see if the port is open, and it cannot seem to find a service using that port.
Is there something that I'm missing? I'm completely new to pfSense. I have tried the steps above related to NAT and rebooted a few times, but still haven't had much luck.

I'm still really new to this pfSense stuff, so I'm not sure what you mean by "WAN firewall rules". If you're talking about the firewall on Windows, I have disabled it for testing purposes. There are no other firewalls on my network, and all traffic goes through pfSense out to the internet. Here is my NAT entry that I have made:
Is there any type of log that I could examine that would display every outbound port it tried to use?

COD also requires 3074 to be open to have Open NAT, make sure that's set up properly.
