CBQ Traffic shaping - borrow.

Just a quick question on CBQ traffic shaping in 2.3.
CBQ borrow doesn't appear to be working in 2.3
I've upgraded from a 2.2.6 release where I had a number of CBQ queues with different bandwidth and priorities, all had the option to borrow.
In 2.2.6, everything worked as expected., If a small (bandwidth) queue was saturated, it would borrow from the parent queue..
In 2.3, the queue is limited to the allocated bandwidth and will not borrow even if there is no other load on the system.
I've also noticed that there is no option to specify the queue size in the UI… Is this something that is coming or is being removed ... The queue size is still present in the config.xml file.

Did a little bit more testing... It appears that the download queues work as documented... Any large download on a smallish queue will take up all available bandwidth if the parent queue is idle or under utilized.
The upload queues on the other hand are still limited to the specified bandwidth for the queue even though the parent queue has free bandwidth available. The queue stats will show that the queue is borrowing, but the throughput does not concur...
To confirm that I'm limited to the specified queue bandwidth, I've uploaded the same file to the same server utilizing different queues and I end up with a maximum throughput identified at the queue level. Again, this value is visible in the configuration file and the queue details, but cannot be specified ( ASAIK ) in the UI.
