After an upgrade or even a simple reboot, this error message appears. I have a very simple traffic shaper set up using the wizard.

Running pfctl -f /tmp/rules.debug produces no output.

If it loads OK with "pfctl -f /tmp/rules.debug" then it may be related to the hardware/switch and whether or not the NIC has a working link during the first filter reload. What type of WAN is that? If the upstream doesn't bring the link up fast enough I could maybe see that happening (e.g. switch with STP not set for portfast, box boots up really quickly) but even that's a bit of a stretch since it should be assuming a link speed in that case.
Anything noteworthy before or after that error in the main system log?

Possible but unlikely โ I've never seen that happen to an em, only re and lagg-based setups.
Also I've only seen that where the WAN bandwidth was set >100M
