Captive Portal maximum users?

whenever there's lots of people logged on our hotspot (starting around 50+ ) , the captive portal starts to act up , people connecting won't be able to see the captive portal page
i tried to reset / reboot the pfsense server still the same… it would gradually fix itself after a certain amount of time

It's probably not the captive portal page itself, but your AP or network or ??
Traffic capture is probably in order to see what's really going on.
What version of pfSense?
What kind of AP and how many? 50+ associations is starting to be a lot for all but the better ones.

50+ isn't "lots", there are many installs with thousands of captive portal users.
That description sounds like a problem internal to the network.

what should be the hardware requirement for a pfsense server with around 50-100 users /w Captive Portal ?

Minimal. 50-100 CP users is next to nothing.
Like I said you want to do a packet capture and see what's really going on.
What version of pfSense, specifically?

What hardware are you using? Alix? I would think even a pentium 4 could handle this with no issue. What is the make of the AP? Is your link 10,100,1000?
