2.3 UI defect, 3DES128

Save AES 128-bit as a P1 then edit and change to 3DES, pfSense will not remove the bit-size drop down and will write 3des128- to ipsec.conf.

Not seeing that. It unsets keylen when changing to 3DES. AES 128 to 3DES config change:
- <name>aes</name> - <keylen>128</keylen> + <name>3des</name>
AES 256 to 3DES.
- <name>aes</name> - <keylen>256</keylen> + <name>3des</name>
What OS and browser?

it is usually more reliable than Safari, but that one works:

It works fine in Chrome on OS X. You have some script blocking extension or something? The javascript isn't working in your browser. If not that, clear your cache and it should work.

Well, this is not so, and has now been resolved in 2.3.1. update 1.

Yep, finally saw what was happening there. I'm not sure how it didn't happen to me previously. In that case it affects several pages. I was looking for a bug ticket for this, remembering this thread but misremembered it as a redmine ticket.
