Bypassing pfblocker alias rules. is it possible.

I notice that certain location i cant use my ipsec VPN because X location IP is blocked via a pfblocker floating alias. i've created a floating rule that worked for 3 minutes haha until i guess pfblocker reloaded and raised it's rules to the top. is there a way to lock a rule in place to avoid this from happening.

Change the "Rule Order" setting in the General Tab.
