2.3.1 - What happened to Packages?

I want to be able to install any FreeBSD package. I understand the need to control the packages that the system has access because of the possibility of introducing attack vectors or worse, but I cannot at this time even install python pip.
I want to run packages PFSENSE does not have - like Apache Traffic Server, VirtualBox and (hopefully) Docker.
My 'firewall' is a beefy quad core 16Gb SSD driven monster with 5 Gigabit ports. I need to get things done on it, and its also the firewall between my house and the nasty world out there. If you have intelligence advice on keeping things separate I will gladly listen, but its difficult to justify a box big enough to run 5 ports but small enough to be dedicated to pfsense as its designers intend it.
I am trying to be as careful with my choices as possible - how do I get a configuration that points to a repository that has wider selection of packages?
I can't even run

That's getting into things that are potentially risky at breaking other parts of the system. bhyve is available to run VMs. 'pkg install vm-bhyve' for a management framework for it.
