      Hello,
I have a 1gb internet connection, I want to install openvpn for all my traffic and snort.
      I hesitate in a celeron J3160 (4 cores 4 threads 1.6ghz and 2.4ghz in turbo boost) or an I3 7167U (2 cores 4 threads in 2.8ghz) or an I5 8265U (4 cores 8 threads 1.6ghz and 3.9ghz in turbo boost)
      What do you recommend ?
      thanks in advance

OpenVPN is, currently, single threaded so you need to best single core performance you can to get close to 1Gbps. You probably won't hit that over a single VPN tunnel though even with something very fast. Not with any of those.
You probably can by using multiple VPN tunnels and balancing the load between them. Or by using a different VPN type like IPSec or WireGuard.

          Thank you,
          you therefore recommend the I3?

The i5 is faster, 1 gen newer and higher clock. The i3 will use less power.

a higher clock but only in turbo boost

The i3 probably won't use less power. The i5 actually has a lower TDP but both will likely be about the same with the same loading. On those low power embedded CPUs you have to watch for the fact that often only 1 or 2 cores can ever run at the full turbo speed at a time. For OpenVPN that's often enough but if another core is loaded, by Snort for example, it will slow it.
Neither will get to 1Gbps OpenVPN though.

The i5 has a higher TPD because it is a faster and newer CPU. The i3 has fewer cores and will use less power. Find the min and max watts used for each CPU and verify who is correct.
pfSense will increase and decrease the clock based on need, so the i5 will run at a higher clock when needed.
Just me, but I would buy the i3 to save power and the i5 for faster OpenVPN.
Either way turn off everything not needed in the BIOS and remove any cards that you can.

                      Yes.

I can't find the per core turbo rating for the 8265U but other CPUs close to it seem to allow all cores to boost. That will be temperature dependent though and many laptop CPUs are not intended to run at full turbo speed continually.

                      The i5-8265U has a TDP of 15W. The i3-7167U has a TDP of 28W.
But that is the thermal design power not a rating of power consumption or efficiency. I would expect both CPUs to use very similar power levels given the same loading.
