SG-2440 Opt2 No Carrier

I have a client who owns a SG-2440 on which I'm trying to start using opt2. The first three ports (wan, lan, and opt1) work as expected. Opt2 has never been used before on this box.
After configuring opt2 and connecting to a simple switch, the Status for the interface indicates "no carrier". The client reports that the lights on the switch for the port we're connected to are not lighting up. Other devices connected to the switch work as expected. We've swapped cables and ports with no change for the 2440.
Before testing, I assigned the interface with a new name, enabled it, set a static IPv4 address (different subnet than any other), and left everything else in the interface's configuration to default settings.
I set up a Rule to allow all traffic through the interface. I've connected a computer directly to the opt2 connector and that didn't resolve anything. That is, no lights, still no carrier, etc.
I recently re-installed the latest software from scratch, before looking into enabling opt2.
Unless I'm missing something (which is certainly possible), it appears as if the opt2 port has failed. Aside from being a significant inconvenience (the unit is out of warranty), that just doesn't seem very likely.
Any thoughts on what I should be looking at to resolve this would be greatly appreciated.

Try querying the port at the command line directly with:
ifconfig -vvvm igb3
Does link with anything else? As a test try linking it to the OPT1 port for example. You should at least see link LEDs.

Are you suggesting running a cable from opt1 to opt2? No, I've not tried that.I've tried connecting opt2 to known-good ports on two different switches with known-good cables and also to an Ethernet jack on a computer that works properly when connected elsewhere.
In none of these cases do the lights at either end light up.

Sounds like it's probably a bad port then. Not much can be done if it's not obviously damaged.
