Restore 2.2.6 to 2.3.2 Does Not Obey WebGUI Alternate Port Setting

After restoring a 2.2.6 backup to a 2.3.2 fresh install, the WebGUI alternate port shows under advanced settings but is not used (default 443 is used instead) until clicking Save on Advanced Settings and then rebooting firewall.
