New state killing mechanisms (#12092)

I just merged in changes for https://redmine.pfsense.org/issues/12092 which add some new manual and automated ways to selectively kill states.

It's there and hard to miss. The whole "Actions" column is new.

And the changed option is there on System > Advanced, Misc:

And the new option when editing a gateway:

And the option to kill states created by a specific firewall rule:

This thread is only for the state killing mechanisms as indicated by the title and the initial post in the thread.

If you want to discuss other new options, start a new thread. I have cleaned up the posts in the thread that are not relevant to the new state killing options.
