Has this issue been fixed?

@slim2016 This issue was fixed long ago. This was under development issues, this is fully resolved for me.

@jonathanlee
I just had the same problem, I disabled all the firewall rules, but it still didn't fix the problem. I eventually restarted the firewall, and now it's working back to normal. -
@slim2016 Mine was related to develop mode testing. I had to reinstall the software that was installed when my Netgate firewall was shipped to me to resolve this. After that it no longer had this issue when I restored my configuration I had backed up. Came right up no problems. I did have to have negated rules added however.

I did an upgrade from 22.01 to 22.05. I had a number of problems (had to use command line to complete upgrade). This was one of the problems to emerge after that fix. Specifcally, I couldn't get OpenVPN to work properly.
Once I turned off NAT reflection and rebooted, I stopped getting the pfctl error and OpenVPN started working again (presumably rules weren't getting loaded correctly).
Big kudos from me for the fix!!
