Access issues

Hi there pf experts
I cannot figure out how to access between two interfaces. Everything else is working fine.Both IP's 98.98.98.117 and 98.98.98.125 have web and email servers. Lets say 98.98.98.117 is example1.com and 98.98.98.125 is example2.com
98.98.98.117 is attached to subnet 192.168.20.0/24 and 98.98.98.125 is attached to subnet 192.168.30.0/24
Computers on subnet 192.168.20.0/24 cannot access www.example2.com
Computers on subnet 192.168.20.0/24 cannot send mail to mail.example2.com
Computers on subnet 192.168.30.0/24 cannot access www.example1.com
Computers on subnet 192.168.30.0/24 cannot send mail to mail.example1.com
Internet can access either. LAN can access either
They cannot ping each other.192.168.20.0/24(igb0), 192.168.30.0/24(igb1), WAN(igb2), and the LAN(igb3) are all on their own separate NICs
I have selected Pure NAT for NAT Reflection mode for port forwards, checked Enable NAT Reflection for 1:1 NAT, and checked Enable automatic outbound NAT for Reflection
98.98.98.117 and 98.98.98.125 are Virtual IPs to WAN
RSMWANIP and EMAILSERVER is 98.98.98.117 and SPAREWANIP and SPARE is 98.98.98.125 (IP's were altered for security)
Do I need to add more rules so these external addresses can see each other?

Not sure if I did the right thing, but I got it working by adding these two floating rules
