AWS Wizard fails with: Call to undefined function install_package()

Walking through the wizard to connect to a VPC in AWS, on the final step I get the following exception:

That message implies that /etc/inc/pkg-utils.inc is not being loaded, is missing, or is corrupt. Do you see similar errors anywhere else in the GUI? What if you try to visit System > Package Manager?
You might be better off taking a backup and then reinstalling the factory image. You can download it from your portal account. If you don't have one, you can register your device to activate an account there and download it. Drop us a line at support@netgate.com and someone can guide you through the process if you need help.

Thanks, through the process of trying to figure out how to get a connection to AWS, we installed the OpenBGP package then retried the wizard. Viola, it worked!
We saw no errors anywhere else in the interface and the system is very stable. This router is our main gateway for the company, so resetting would be a major PIA.
So, while we're working now after installing that package. I don't know if that package is required for the AWS Wizard to work or if the process to install that package corrected the pkg-utils.inc issue.
