After ugrading everything works except configuration sync. I get this error:

An error code was received while attempting XMLRPC sync with username admin http://10.1.0.102:80 - Code 6: The requested method didn't return an XML_RPC_Response object. @ 2016-10-06 15:25:09

I have tried many things to resolve this issue but with no success.

Cluster? IIRC, the other box must be running at least 2.2.x to sync. They should probably be running the same version.

I would definitely disable XMLRPC sync on that until both member nodes are upgraded to the same version.

I have 2 new firewalls. Both are with fresh install of pfsense 2.3.2 and config.xml copied from old ones running 1.2.3.

I'd try wiping the secondary and setting it up from scratch. You just have to get the basic settings done and sync it.
