[SOLVED] Does PCAP on WAN Capture All Packets (Is Rogers Canada Blocking VOIP)

I believe the answer to my question, but I want to confirm.
I am trying to troubleshoot a VOIP failing to register issue.
If I am running a PCAP on the WAN, and I see a steam of UDP keep alive packets and SIP Registration requests going out, but nothing coming back. I want to confirm that If the PCAP is on the WAN and that firewall rules won't block anything from being recorded by the PCAP.
That leads to 2 conclusions, either the service provider is now blocking Ports 5090 and 6060 or the VOIP servers are down.
Since things were working till very recently (last couple of days), and just noticed it today it seems most likely that Rogers has started blocking VOIP.

UPDATE: I got the problem solved by powering down the ATA and leaving it off for an hour or so. When I turned it back on, both services registered. [So as of 23/02/08 Rogers is not blocking VOIP/Ports 5090/6060]

I don't think so. I occasionally use a VoIP app and that seems to work, even through my WiFi.
Packet Capture should capture everything on the wire.

@guardian There is option 3, you can set the VOIP server not to return anything if the credentials are incorrect.
I recently reset my Snom VOIP phone and reconfigured it, it failed to work, it would appear that Safari was screwing up the password and I had to configure the password using Firefox.
