DHCP - can't bind dhcp address - address already in use

hi

i have a strange problem. if i change something at the gateways and then i reload the configuration, sometimes the dhcp server stops and it does not work anymore until i reboot pfsense.
the PCs are working. they had their releases, but on the smartphones, when they connect again to the wlan, they do not get an ip adress.

here is the log:
