pfBlockerNG - pfB_Top_v4 - Keeps moving to the top of the rules list

I have port forwarding rules that seemed to be getting blocked by pfBlockerNG

If I place pfB_Top_v4 to the bottom of the rules list, everything runs normally. But pfB_Top_v4 automatically puts itself back to the top of the list.

How can I prevent this?

the "Firewall 'Auto' Rule Order" dropdown on the pfBlocker "IP" page
use Alias Native which only creates the alias and no rules, then create your own rules

I found the Firewall Auto Rule Order

I don't know what Alias Native is.

I wouldn't know how to create my own rules.
