    Unable to reduce interface bandwidth when queue is configured in % of bandwidth

      I have a traffic limiter configured for my WAN that uses the FAIRQ scheduler with a configured bandwidth of N.

      The attached queue is defined in percentage of bandwidth of the interface, 100% in my case.

      The problem I experiece is that I cannot decrease the bandwidth on the interface. Increasing is working:

      but reducing is not:

      Not sure if this is a regression or a bug that's always been there. If it is reproducable by others then perhaps a fix would be in order. A workaround is to specify the queue bandwidth in something other than percentage.
