Did you set somewhere a gateway of 1.1.1.1?
Or are you using the loadbalancer and defined a monitor IP as 1.1.1.1 or someting similar? -
No, I have just installed a completely new and fresh installation of pfsense. I have not changed anything. 1.1.1.1 go to my company's broadband modem that I have. I think in all cases

Don,t you now why its being in the logs ? i have try both smoothwall and ipcop and non of them are showing this. why is it only with Pfsense ??
-
If you ran arpwatch you'd also see it. You're getting the message because something on one of the wired interfaces is reporting an IP of 1.1.1.1.

I know what it is and no longer want the system logs. I drove Nmap and ARP was then decided that it was on the WAN as it was. It is my broadband modem that sends 1.1.1.1 so how can I remove it from the system logs? or block it from the WAN, or in any way to remove it?
