interface rename causes brief outage

Hi everyone,
Trying to see if this is a "problem" or just the way pf works when it comes to interfaces.
I have been renaming interfaces. When i rename them i notice my system.log getting hit with the below lines. It seems that all interfaces restart (not bounce) as my monitoring starts firing off alerts about not being able to reach servers behind the firewall.
All though connectivity is lost for a brief moment, i had real-time applications (Skype, Teams) continued working with no issues.
Should a rename cause this system-side restart of interfaces?

I would expect to see at least the interface renamed be bounced since it effectively re-applies all the settings on that page which includes the link settings.

Agreed but that doesnt seem to be happening. IPsec VPNs stay up - at least IKE phase 1 is uninterrupted. I have a few tunnels to a VCN in Oracle and thats where my monitoring servers are. So when the interface changes occur i get a bunch of 'pings unavailable' message.
I noticed that FRR is impacted which is most likely the cause of the monitoring blips as i am doing routing within the VCN back on-prem.Now that i think about it, i think its related to my ticket - https://redmine.pfsense.org/issues/14483
This seems familiar. Applying any changes to an IPsec config even if its phase 1 results in all FRR neighborships flapping.

That should be logged if it's happening.
