where did you get the package from?

pfSense 2.6 is using Python 3.8 so you probably want the py38 pkg there. Our repo has 5.4.1:

[2.6.0-RELEASE][admin@t70.stevew.lan]/root: pkg search py38-yaml
py38-yaml-5.4.1                Python YAML parser
