Need additional gateway failure detection

I am on windstream and this is second time I dont have service but wan stays up cause 100% of the pings make it to google and back google sometimes loads speedtest some times as high .0x Mbps up and down

On Router, Gatways, Monitor Ip, I should use 4.2.2.2, it is very stable

Ping works fine claims it's up but it is qos limited normally 14mbps now 0.5 Mbps
