Freeradius configuration and users lost after upgrade to 23.09

Freeradius configuration and users lost after upgrade to 23.09 I have had to restore from backup for 3 different customers all after the 23.09 upgrade. Sadly you cannot just restorer the freeradius config.

Make sure that the 'Save settings after deletion' box is set in Freeradius and resave that page before upgrading if so.
