I can get a public ipv4 address on WAN port via PPPOE and my PS4 used to have NAT 2 type. However it failed to get a proper NAT type today. The log shows that some traffic from PS4 is blocked by pfSense. Is this normal? The firewall rule is untouched except that I opened 1194 port for openvpn connection.

Those a FIN packets, indicating the TCP state should die. This is only a symptom of a problem. What this does mean is the connection is created and established. Something is going wrong when your PS4 is trying to end a connection.
