With the upcoming drop of support for 32 bit hardware, I bought a new mini-itx system, with a 64 bit Intel Atom. The installation went fine, but after downloading the config.xml from the old system and uploading that to the new system, it would hang after the reboot, while trying to mount the filesystem. Anyway, to fix this, the short story is to manually edit the config.xml file with the names of the new NICs in the <interfaces>section. Change sis0 to re0 , rl0 to re1 etc. you get the idea. Then it fires up fine.
The nearest thing I found in the documentation is this:-
      https://doc.pfsense.org/index.php/Upgrade_Guide#vmxnet3_.28VMware.2FESX.29_users
Anyway, I hope this helps someone.</interfaces>
