Port Forward Add Unassociated Filter Rule Not Working?

Hi all,

When I created a port forward entry tonight on pfSense Plus 23.09.1 and chose the "Add unassociated filter rule" option under Filter Rule Association, no firewall rule was actually created. Next time I checked the port forward Filter Rule Association setting, it had been automatically set to "None". Is this the expected behavior? The docs seem to indicate that a rule should be created:

I can confirm this behavior. An Unassociated Filter Rule is probably not selected often though.
