Blocking social media sites within working hours

Dear all,
I am a newbie to pfsense and i wonder how i can block social media sites within working hours for example between 8am and 12 pm and 1pm and 4pm, but between 12pm and 1pm it is open to use the social media sites.
And can you specify that for example a certain person can use for example 3mb of Internet connection and a group of persons can just use 1mb of connection?

Here are a couple of ways.

1. Hire a network engineer and provide necessary budget for accomplishing the task.
2. Between the hours of 8am - 12pm and 1pm - 4pm; unplug the network.

But seriously, oh wait, that was serious.  Which social media sites?
