block url based on active WAN

Hey guys fairly new and im banging my head against the wall now
basic setup dual wan single LAN
WAN1 is a static IP from local cable company
WAN2 is a DHCP address being obtained from a cell backup devicefailover working perfectly BUT we have a low data cap on the cellular account
I just need to be able to block windows update from chewing up the data caps when the router is on WAN2
I have followed the guides to block a url such as bbc.com and have gotten it to block on both WANs
i can not seem to get it to just block when wan2 is my active internet source
any ideas?

@kunundrum0 put your block in floating on wan outward direction.. Your prob routing through a gateway failover group. This if traffic is leaving wan 1 it would be allowed, but leaving wan 2 it would not.
