WAN provider high packet loss at regular intervals

I have two WAN providers. The primary (fibre) provide uses a VLAN over PPPoE connection.
I am using 1.1.1.3 as the monitoring IP
Everything was working fine for a very long time, and in the last two weeks I am seeing at
9.33, 11.33, 15.33 high packet loss i.e. 80% +/-The connection then drops and comes back online. total interruption is about 2-3min but of course interfers with whatever I was doing. drops VOIP calls
Provider is saying I have to put their router back as they don't see anything.

@4o4rh upon closer examination, it seems to be pfsense as all both wan connections has showing the packet loss. but only the primary that shows full momentary dropout

Who are your ISPs?
Does it sound like the issue we are discussing in This Thread: Dual WAN Fail-over Issue?

@preston my ISP is KomMITT in Germany and it makes me wonder because of the timing if one of their devices is restarting or they are kicking the connection off at fixed intervals because of the precision in the timing. The only other thing I note (also only happening after the 24.03 upgrade) when I use duckduckgo browser and search, the first time it fails to connect and then I have to refresh the page and it works.
