Hi, I can get either of these used network card for pfsense (will run under Hyper-V)

      Intel Pro PT $15: https://i.imgur.com/zV9Q0gJ.jpg

      or

      Intel Gigabit CT $12: https://i.imgur.com/djJQ3XZ.jpg https://i.imgur.com/7WdF41h.jpg

Will run this on PCI-e 2.0 x1 slot, which one is better? Because I heard that PCI-e 2.0 x1 slot max bandwidth is only about 500MB, should I just get the dual or quad and plug it in PCI-e 3.0 x16 instead?

      Will it fit inside this?

That's what I'd do.  You should be able to find a dual port PCIe x4 card for around $20 or so as a used server pull.  A little bit more money would get you the quad port version of the same card.

I think but am not sure PT is a server class card, CT is definitely desktop class.

Also 500MB is megabytes not megabits ;)  Plenty of capacity for a gigabit card.
